What follows is the full APSC eligibility picture, so that the degree question stops being a distraction and the conditions that actually get applications rejected get the attention they deserve.

The Short Answer on APSC Eligibility With a 3-Year Degree

APSC’s educational qualification for the Combined Competitive Examination is a bachelor’s degree from a university established by an Act of the Central or State Legislature, or from an institution recognised under the University Grants Commission Act, or a qualification the government treats as equivalent.

Nothing in that condition specifies a duration. It does not require four years, an Honours designation, or a research component. A three-year degree awarded by a recognised university satisfies it in full, exactly as it has for every cohort of aspirants before the education framework changed.

Replying to a question in the Assam Assembly, Dr. Pegu confirmed the same position from the education side. He said a regular bachelor’s degree certificate is awarded on completion of three years of study, and that a fourth year becomes necessary only for students pursuing Honours with Research or other research-oriented programmes. In other words, the degree you hold is a complete degree, and APSC treats it as one.

The APSC Eligibility Conditions That Actually Matter

Degree length is the condition aspirants worry about most and the one that disqualifies almost nobody. The conditions below cause far more rejections, and they deserve the scrutiny.

Nationality and domicile. Candidates must be Indian citizens, and permanent residence in Assam is a standard requirement for the Combined Competitive Examination. This is the condition that most often rules out otherwise strong applicants from outside the state.

Age – The general range of APSC eligibility is 21 to 38 years, calculated as on the cut-off date specified in that year’s notification rather than the date you apply. Upper-age relaxation is available by category, commonly three years for OBC and MOBC candidates, five years for SC, ST(P) and ST(H) candidates, and ten years for candidates with benchmark disabilities. Age is normally verified from the HSLC or matriculation certificate, and no substitute document is accepted, so check what that certificate says rather than relying on memory.

Attempts. There is generally no cap on the number of attempts. You may appear as often as you wish while you remain inside the age limit, which makes the age ceiling the real constraint on a long preparation.

Language. Candidates are expected to have the ability to read, write and speak Assamese or another official or tribal language of the state. Some posts specify the level at which the language must have been studied.

Employment exchange registration. Registration with a District Employment Office in Assam is commonly required for APSC recruitments, and it is the sort of administrative condition that is easy to leave until it is too late.

Where the Confusion Came From in APSC Eligibility

The anxiety about degree length is recent, and it has a specific origin. Universities across Assam moved to a four-year undergraduate structure under the National Education Policy 2020, and the new framework allows students to exit after three years with a full bachelor’s degree or continue to a fourth year for an Honours award.

Because the programme is named as a four-year programme, a rumour took hold that recruitment bodies would eventually insist on the four-year version, and that students who exited at three years would find themselves holding something lesser. For civil services aspirants, who cannot afford to guess wrong about eligibility, this was a serious worry rather than an idle one.

It was never founded in the actual rules. APSC’s condition has always been a bachelor’s degree, and the same is true of UPSC, whose Civil Services Examination asks for a degree from a recognised university with no reference to duration. The Minister’s statement in the Assembly did not change a rule. It closed a rumour.

If APSC Is Your Goal, Should You Exit at Three Years?

For an APSC aspirant, the argument for exiting with the three-year degree is strong. APSC Eligibility is satisfied the moment the degree is awarded, and the year you would spend on additional coursework is a year you could spend on full-time preparation instead.

That year is worth more than it looks. Since eligibility runs until the upper age limit and attempts are not capped, beginning a year earlier can mean an additional serious attempt inside the window. It also means a year less of tuition and living costs during a preparation phase that is rarely well funded.

The fourth year remains the right choice for students headed towards research, doctoral study or postgraduate admission abroad, where the Honours award opens pathways the three-year degree does not. But those are academic destinations. For a state services aspirant, the fourth year buys a credential the recruitment process does not ask to see.

Before You Apply: A Practical Checklist

Apply against an awarded degree. Your university may take time to issue the certificate after a three-year exit, so factor that into which examination cycle you are realistically targeting.

Read the current notification in full rather than relying on last year’s summary or a coaching handout. Conditions are restated each cycle and details do shift.

Check the rule on final-year candidates carefully. Guidance on whether those awaiting results may apply provisionally has varied between cycles, so treat the notification as the only authority on this point.

Confirm your age of your APSC eligibility criteria against the notification’s cut-off date and against your HSLC certificate, not against the application date.

Complete your employment exchange registration well before the application window rather than during it.

Keep category, domicile and disability certificates ready in the prescribed format if you are claiming any relaxation.

Note: APSC Eligibility conditions are restated in each APSC notification and can vary by post and cycle. Candidates should verify all criteria against the current official notification on the Assam Public Service Commission website before applying.
