It has two major operational wings. 

  • Employment Service Wing
  • Craftsmen Training Wing

Historical Background of the Directorate of Employment and Craftsman Training

Earlier, employment exchanges used manual systems where job seekers faced long queues and paperwork. With digitalization, they have evolved into online platforms that offer quick registration, real-time job matching, and wider access. This shift has made employment services faster, more efficient, and transparent.

Let’s talk about the roots. The origin of India’s Employment Service dates back to the post-World War II era, when it was established to help service personnel and war workers return to civilian jobs.

Over time, the Employment Service expanded from resettlement to general job placement. In 1952, the Shiva Rao Committee was formed under Shri B. Shiva Rao to review and improve the system. The committee’s report (1954) led to the current structure and added new functions like:

  • Occupational Research
  • Vocational Guidance
  • Employment Market Information

Based on the committee’s recommendations:

  • From 1st November 1956, the daily administration of Employment Services was handed over to State Governments.
  • The Directorate of National Employment Service was also transferred to the State Governments.

On 1st April 1964, the Craftsmen Training Scheme was shifted from the Education Department to the Labour Department. It was then merged with the Employment Directorate, creating the Directorate of Employment and Craftsmen Training (DECT) under the Labour and Employment Department.

DECT Assam: Current Administrative Structure

DECT now functions as a dual-winged body under the Government of Assam:
