Let’s take a look at one of Assam’s most important academic institutions—the Directorate of State Council of Educational Research and Training (SCERT), Assam. Set up in 1985, SCERT leads the way in shaping school education across the state. It focuses on creating school curricula, training teachers, and doing research to improve education. Key Functions of SCERT Assam

In the educational landscape of Assam, the Directorate of SCERT holds a central role as the academic think tank of the state.  It works in many areas, such as preparing textbooks, training teachers, and doing research to make education better. By focusing on these areas, SCERT Assam helps make learning easier, more interesting, and useful for students. It also supports schools and teachers in following new and better teaching methods.

  • Curriculum & Textbook Development – Develops textbooks and syllabuses as per the National Curriculum Framework for all languages of learning and teaching. 
  • Teacher Training – Develop programs for pre-service and in-service training programs for teachers as per NCTE norms.
  • Educational Research & Surveys – Conducts classroom-based studies, action research, and surveys in schools to lead evidence-based policymaking.
  • Monitoring & Evaluation –  Implements Continuous and Comprehensive Evaluation (CCE) guidelines and monitors school performance through BRCs and CRCs.
  • ICT & Digital Learning – Encourages the use of educational technology and digital resources in classroom teaching.
  • Coordination with Institutions-  Works in coordination with NCERT, universities, international agencies, and NGOs to promote innovation and best practices.

Institutional Evolution

SCERT Assam was formed by bringing together different academic bodies, and in the 1990s, it also took charge of B.Ed colleges and DIETs (District Institutes of Education and Training). In 2009, it gained official recognition as the Academic Authority under Section 29(1) of the Right to Education (RTE) Act. This gave SCERT the power to lead important changes and improvements in school education across Assam.
