Assam Public Service Commission (APSC) – History and Functions

The Assam Public Service Commission (APSC) is one of the most important constitutional institutions responsible for the recruitment of civil servants and other government officials in Assam. For aspirants preparing for the APSC CCE, understanding the history, constitutional status, composition and functions of APSC is important for both General Studies and Assam-specific preparation.

What is the Assam Public Service Commission?

The Assam Public Service Commission (APSC) is the state-level Public Service Commission responsible for conducting recruitment examinations and selecting candidates for various services and posts under the Government of Assam.

The Commission came into existence on 1 April 1937 under the provisions of the Government of India Act, 1935. The official APSC website identifies Mr James Hezelett, a retired ICS officer, as its first Chairman. 

After the Constitution of India came into force, Public Service Commissions received constitutional status. Article 315 of the Constitution provides for a Public Service Commission for the Union and a Public Service Commission for each State. Thus, APSC is not merely a recruitment agency; it is a constitutional body that plays an important role in ensuring merit-based recruitment and maintaining standards in state public services.

History of APSC

Establishment in 1937

The history of the Assam Public Service Commission can be traced to the constitutional and administrative changes introduced by the Government of India Act, 1935.

The Act introduced provincial autonomy and provided a framework for Public Service Commissions at the provincial level. In Assam, the Public Service Commission came into existence on 1 April 1937.

The first Chairman of the Commission was James Hezelett, a retired Indian Civil Service (ICS) officer. Historical records of the Assam Government also contain a 1937 file concerning the proposed appointment of J. Hezlett as Chairman of the Public Service Commission, Assam. 

APSC after Independence

Following India’s Independence and the adoption of the Constitution in 1950, the Public Service Commission system was incorporated into the constitutional framework.

The Constitution gave Public Service Commissions an independent constitutional position so that recruitment to public services could be conducted without undue political or administrative interference.

Under Article 315, every State is required to have a State Public Service Commission, subject to the constitutional provisions governing such bodies. 

The regulations governing the Assam Public Service Commission were subsequently framed under the constitutional provisions. The Commission’s organisational structure has also evolved over time.

Evolution of the Commission’s composition

The composition of APSC has changed several times since its establishment. It initially consisted of one Chairman and two Members. Over the decades, the number of Members increased as the responsibilities of the Commission expanded.

Following an amendment in 2005, the Commission’s strength was fixed at seven members — one Chairman and six Members. 

This evolution reflects the increasing volume and diversity of recruitment and advisory responsibilities handled by APSC.

Constitutional Status of APSC

The constitutional provisions relating to Public Service Commissions are mainly contained in Articles 315 to 323 of the Constitution of India.

Functions of Assam Public Service Commission

The primary functions of APSC are derived from Article 320 of the Constitution and relevant state regulations. The Government of Assam identifies recruitment, selection and advisory responsibilities among the Commission’s principal functions.

1. Conducting recruitment examinations

One of the most important functions of APSC is to conduct competitive examinations for recruitment to various services and posts under the Government of Assam.

The APSC Combined Competitive Examination (APSC CCE) is one of its most prominent examinations. It provides a route to several important state civil services and allied services.

2. Selection and recommendation of candidates

APSC selects suitable candidates through examinations, interviews and other prescribed selection procedures.

After completing the selection process, the Commission recommends candidates for appointment to the concerned government authorities.

The Assam Government specifically identifies the advertisement and selection of candidates for posts falling within the Commission’s purview as a major APSC function.

3. Advising the State Government on recruitment

APSC advises the Government of Assam on matters relating to:

  • Methods of recruitment
  • Principles to be followed in making appointments
  • Promotion of government employees
  • Disciplinary matters affecting civil servants
  • Service rules and related matters

These advisory functions help establish consistency and fairness in public-service administration.

4. Advising on disciplinary matters

The Commission is consulted on certain disciplinary matters involving government employees who fall within its jurisdiction.

This is an important function because the constitutional framework seeks to ensure that decisions relating to public servants follow established rules and procedures.

5. Advising on service rules

APSC provides advice to the Government regarding the framing and amendment of service rules and principles governing appointments and promotions.

This helps ensure that recruitment and career progression in government services follow transparent and established procedures.

6. Conducting departmental examinations

The Commission may also conduct departmental examinations for government services falling within its jurisdiction.

Such examinations help assess the professional and administrative knowledge required by government employees for their respective roles.

7. Advising on appointments and promotions

APSC may advise the State Government regarding appointments, promotions, and other service-related matters where consultation with the Commission is required.

Its role therefore extends beyond initial recruitment and includes aspects of the broader public-service system.

Why is APSC important?

The Assam Public Service Commission plays a significant role in strengthening the state’s administrative system.

Its importance can be understood through four major functions:

Recruitment → Selection → Recommendation → Administrative Advice

By conducting competitive examinations and selection processes, APSC helps identify candidates based on prescribed qualifications and merit.

The Commission also provides an institutional mechanism for advising the government on recruitment methods, service rules, promotions and disciplinary matters.
