It is a unified citizen service platform of the Government of Assam. It was created to bring different government services under a common digital platform and make them easier for citizens to access.

For APSC aspirants, questions related to this can be relevant to Assam Current Affairs, Governance, e-Governance, and General Studies.

What is Sewa Setu?

It is a single unified interface for government services in Assam. It was created after the Government of Assam renamed the existing Right to Public Services (RTPS) portal as Sewa Setu in January 2023.

According to the government notification, the objective was to create a unified interface for services provided by different administrative departments to citizens and other users.

The platform brings together different types of government services, including citizen-centric services, certificates, registrations, land-related services and other administrative services.

When Was Sewa Setu Launched?

The Government of Assam officially renamed the RTPS portal as Sewa Setu on 17 January 2023 following a Cabinet decision taken on 4 January 2023.

The initiative was intended to develop a single platform through which services of different government departments could be delivered.

The platform has since expanded significantly. A National Informatics Centre publication reported that Sewa Setu had 815 services integrated by 2025 and had processed around 1.94 crore applications, with about 1.75 crore applications disposed of.

What Services Are Available Through this portal?

It brings together services from several departments and government agencies.

Some broad categories include:

  • Certificates and registrations
  • Land and revenue-related services
  • Employment-related services
  • Trade and business-related services
  • Property tax-related services
  • Building permission
  • Assam Police services
  • Student-related services
  • Various RTPS-notified services
  • Services of different autonomous councils

The Government of Assam has progressively integrated more services into the platform. For example, e-Khazana can be accessed through this app, allowing users to register and access land revenue payment services.

Sewa Setu and the Assam Right to Public Services Act

One of the most important connections to remember for the APSC exam is between Sewa Setu and the Assam Right to Public Services (ARTPS) framework.

The Assam Right to Public Services Act, 2012 was introduced to facilitate the delivery of notified public services to citizens within specified time limits.

Sewa Setu provides the digital platform through which many such services can be accessed.

District government websites also describe this portal as the platform to which the earlier ARTPS portal was migrated.

Why is this important for APSC?

This connects Sewa Setu with the broader themes of:

  • Good governance
  • Citizen-centric governance
  • Transparency
  • Accountability
  • E-governance
  • Timely delivery of public services
  • Digital public service delivery

These are important concepts for both APSC Prelims and Mains.

How Does Sewa Setu Promote E-Governance?

It is an example of how digital technology can be used to improve interaction between citizens and government departments.

Instead of citizens having to visit different government offices for every service, the unified platform provides access to multiple services through a common digital interface.

The platform therefore supports several objectives of e-governance:

1. Single-window access

Citizens can access multiple government services through a common platform rather than using separate systems for every department.

2. Online application

Many services can be applied for online, reducing the need for repeated physical visits to government offices.

3. Application tracking

Digital systems can allow applicants to track the progress of their applications.

4. Greater transparency

Online application and tracking mechanisms can make service delivery more transparent.

5. Improved accessibility

Digital service delivery can make government services easier to access, particularly when combined with facilitation centres and other last-mile delivery mechanisms.

Sewa Setu and Digital Governance in Assam

It is part of Assam’s broader move towards digital governance and citizen-centric service delivery.

A 2025 NIC publication reported that Sewa Setu had been integrated with the UMANG platform, enabling access to more than 222 services through UMANG at that time. The same publication reported that 807 Sewa Setu services were live in April 2025.

It has also been integrated with other digital systems. A later NIC publication described it as a major citizen-services platform integrating more than 20 portals and 10 national platforms, including UMANG, Aadhaar, ePramaan and DigiLocker.

This makes Sewa Setu an important example of the increasing integration of digital public infrastructure with government service delivery.

Sewa Setu and Mission Basundhara

Another important point for APSC aspirants is the connection between Sewa Setu and Mission Basundhara.

Several land-related services have been made available through digital platforms. In October 2024, the Assam Government notified the rollout of three Mission Basundhara 2.0 services through this portal:

  1. Settlement of Government Khas and Ceiling Surplus land
  2. Settlement of land for indigenous special cultivators such as tea, coffee and rubber cultivators
  3. Conferring ownership rights to occupancy tenants

These services were introduced through Sewa Setu to facilitate online applications.

For APSC, this is useful because it links land reforms, digital governance and Assam-specific government initiatives.

Sewa Setu and Grievance Redressal

Digital governance is not only about applying for certificates or government services. It also involves mechanisms for dealing with delays or denial of services.

According to a 2025 government assessment document, applicants can submit appeals online through the Sewa Setu portal in cases involving delayed or denied RTPS services. The document describes a three-tier appellate mechanism under the Assam Right to Public Services framework.

This is particularly relevant to the APSC syllabus because grievance redressal and accountability are important components of good governance.

Sewa Setu vs Assam Police Seva Setu

APSC aspirants should be careful not to confuse Sewa Setu with Assam Police Seva Setu.

Sewa Setu

It is the broader unified citizen service platform of the Government of Assam, covering services across different departments.

Assam Police Seva Setu

This is a separate digital platform focused on citizen services provided by Assam Police. Its services include e-FIR, e-Complaint, tenant/PG verification, employment verification, missing-person complaints and various permissions and NOCs.

Therefore, although their names are similar, their scope is different.

Why is Sewa Setu Important for APSC?

It is important for APSC preparation because it can be studied from multiple dimensions.
